At the same time, the wartime base camp was established as the highest institution to direct the war of aggression.

On 29th, the Huncheng Brigade of the 5th Division of the Japanese Army also launched an attack on the Ye Zhichao Department of the Qing army, which was moved from Yashan to Chenghuan, and the Qing army retreated to Pyongyang. On August 1, the Qing government was forced to declare war on Japan. On the same day, Emperor Meiji also issued a declaration of war.
